Abraham is currently working for the Public Authority for Privatization and Partnerships. He joined the government of Oman from Ernst & Young (EY) where he was a Partner in the Infrastructure and PPP Advisory practice. He has been in the MENA region since April 2008 when he transferred from Ernst & Young Canada where he was a Managing Director leading the Public-Private Partnership (PPP) practice in Québec and Eastern Canada. In MENA he has advised the governments of Oman, Saudi Arabia, Dubai, Abu Dhabi, Bahrain, Qatar, Kuwait, Egypt, Lebanon and Libya on landmark PPP transaction totaling several billion dollars.

With over 30 years’ experience, he is a renowned expert and advisor on public infrastructure projects and PPPs having led or advised on the development of more than 100 projects in the Middle East, Canada and the USA including several in the health, housing, municipal services, education, transportation, utilities, real estate and Information & Communication Technology sectors. Abraham holds a Bachelors Degree in Administration and an MBA in Finance both from the University of Ottawa. He is fluent in Arabic, English and French.

Public Authority for Privatization and Partnerships

The Public Authority for Privatization and Partnerships, is an Omani government entity reporting to the Cabinet and was established on 1st July 2019, by Royal Decree 54/2019. The PAPP’s domain encompasses Partnership projects, Privatisation and Tawazun projects. The Authority also endeavors in the development of a strategic framework followed by preparation of plans and procedures necessary to select and implement projects commensurate with the strategic goals of the national economy.

PAPP is a one stop-shop for all PPP and Privatization initiatives in Oman and acts as a go between public sector entities and the private sector. Currently the portfolio of PPP projects covers several sectors, namely, health, education, transport, environmental and government services.

Jean-Marc Arbaud has 30 years of experience developing, planning, financing, executing and operating public and industrial infrastructure projects on all continents. In particular from 2005 to 201 1 , he was President and Chief Executive Officer of IntransitBC, the Concessionaire for the Canada Line, the automated electric public transit system that connects downtown Vancouver to the Vancouver International Airport and the city of Richmond. This unique experience gave him the opportunity to oversee all phases of the project: design, financing, execution and operation.

CDPQ Infra was created in 2015 by CDPQ to develop an innovative business model that aims to foster effective execution of major public infrastructure projects. The main one, presently under construction is the REM, the 4th largest automated system in the world (Montreal, 67 km).

Dr. Aydin has a deep experience in PPP project preparation, project development, transaction and training. He focuses on VFM models, financial and managerial structure of PPP projects in developing countries. He delivered numerous PPP training programs to the representatives of developing countries, such as Ukraine, Nigeria, Mauritania, Romania, Saudi Arabia, Belarus, Uzbekistan, Kazakhstan, etc.

Additionally, in Turkey he developed PPP structure for local authorities and he was the official rapporteur of the section on PPP Investment during the preparation of the 11th Development plan of Turkey. He was a member of the team responsible for preparation of the draft law for municipalities PPP in Turkey.

Currently, he is the Chairman of Istanbul PPP CoE, the Chairman of DEİK PPP Committee, the Chairman of Istanbul PPP Week Preparation Committee and the owner of PHD Consulting company. He regularly participates in various international events related to PPP as a moderator and speaker.

Martin Dirr is a passionate urban professional, with vast experience of over 13 years in international development, mainly for the Deutsche Gesellschaft für International Zusammenarbeit GmbH (GIZ). In his current role, Martin is the GIZ project head for the C40 Cities Finance Facility (CFF), a global initiative supporting C40 member cities in developing countries and emerging economies to identify and access financing instruments to realize their low-carbon investment projects. Prior to this, Martin worked as an advisor to the Federal German Ministry of Economic Cooperation and Development (BMZ) in the strategy development for its global urban portfolio. From 2007-2013 he was based in Addis Ababa, Ethiopia as a programme manager, amongst other roles, of the Ethio-German Urban Governance and Decentralisation Programme which supported the Ethiopian Government in the development and implementation of a national local government reform programme. Martin holds a degree in Urban Geography.

GIZ

The C40 Cities Finance Facility (CFF) is a collaboration of C40 Cities Climate Leadership Group and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The CFF supports cities in developing and emerging economies to develop finance-ready projects to reduce emissions limiting global temperature rise to 1.5°C above pre-industrial levels and strengthen resilience against the impacts of a warming climate. The CFF is funded by the German Federal Ministry for Economic Development and Cooperation (BMZ), the UK Department for Business, Energy and Industrial Strategy (BEIS), the Children’s Investment Fund Foundation (CIFF) and the United States Agency for International Development (USAID). To date, the CFF is supporting 19 projects in 17 cities across three continents focusing on the areas of mobility, energy and adaptation to a changing climate.

Daniel Fedson is an experienced senior global executive well versed in transaction negotiation, execution, the delivery, and operation of large scale infrastructure projects. He has over 20 years direct infrastructure experience and is considered a specialist in driving the inputs required to plan, negotiate, execute, mobilise, and deliver large infrastructure projects from inception to operation. Daniel has held senior investment management roles for a number of unlisted infrastructure funds as well as having a range of related project management and investment evaluation responsibilities. Daniel has served on a variety of project company boards gaining considerable experience in what it takes to successfully deliver projects through development, construction, and into operations. Daniel has worked across multiple jurisdictions including Australia, New Zealand, China, the Republic of Korea, Japan, Singapore, France, US, Ireland, and the United Kingdom. Daniel’s infrastructure equity experience includes: transaction origination, negotiation, execution, project management, and construction delivery of complex infrastructure projects within AMP Capital Investors, Hastings Funds Management, Westpac Institutional Bank - Specialised Capital Group (equity funds management) and Bilfinger Berger Project Concessions.

Michael Feith is a policy officer at the European Commission, where he deals with financing programs for infrastructure, enterprises and services.

He is mainly involved in the set-up and the governance of the new “InvestEU” programme. He is specifically experienced in social and sustainable infrastructure. He recently became member of the secretariat of the InvestEU Investment Committee, the body that approves the use of the EU guarantee for financing and investment operations.

Mr. Feith entered the European institutions in 1999 via the European Parliament, before moving to European Commission in 2001. He background is in IT and he holds as well a Master's degree in European Politics.

InvestEU Programme

The InvestEU Programme builds on the successful model of the Investment Plan for Europe. It is part of the NextGenerationEU and intends to trigger a new wave – more than €372 billion - in investments using an EU budget guarantee. The InvestEU Programme aims to give an additional boost to investment, innovation and job creation in Europe over the period 2021-27. It has dedicated “Social investment and skills window” to increase investments in the social sector.

Carolyn Hansard is currently the Senior Director for the Energy, Natural Resources and Infrastructure portfolio at the Teacher Retirement System of Texas. She has primary responsibility for the $16 billion portfolio of fund and principal investments in both equity and credit mandates in the natural resources and infrastructure sectors. Prior to joining TRS, Ms. Hansard spent 17 years at Merrill Lynch in New York, London and Tokyo. While at Merrill Lynch, Carolyn held several senior management positions throughout the Capital Markets division and represented Merrill Lynch on several corporate boards. Ms. Hansard began her professional career with Arthur Anderson as a consultant. Carolyn has an MBA and BS, both from the University of Texas. She has served on numerous non-profit boards in both New York and Austin and is currently on the Advisory Board for University of Texas MBA Investment Fund, as well as the Advisory Board for Women in Energy.

Matthew is the Director of Sustainable Infrastructure Policy and Project Preparation at EBRD, covering the energy, transport and municipal sectors. His work covers upstream policy support, PPP transaction advisory, and project preparation/technical due diligence and implementation issues. Matthew also leads the Bank’s Sustainable Infrastructure advisory activities, dedicated to improving the quality of advice and efficiency of project preparation for both PPPs and public sector-based projects. He is also active in various MDB, G20 and OECD working groups on global infrastructure support initiatives. Previously, he was Head of the Infrastructure Policy Unit at EBRD from 2014-2018, and Senior Urban Transport Specialist at EBRD from 2008-2013. Prior to joining EBRD, he worked as a Transport Specialist for Inter-American Development Bank in Washington, DC and San Jose, Costa Rica from 1999-2007. He holds a Masters in Planning from the University of Maryland, USA.

Max Lohmann is an international development professional, with over 5 years of experience in international policy processes and urban infrastructure development, mainly for the Deutsche Gesellschaft für International Zusammenarbeit GmbH (GIZ). In his current role, Max is heading the C40 Cities Finance Facility (CFF) Partnerships team. The CFF is a global initiative supporting C40 member cities in developing countries and emerging economies to identify and access financing instruments to realize their low-carbon investment projects. Prior to this, Max worked as a policy advisor to the Federal German Ministry of Economic Cooperation and Development (BMZ) for international conferences, including the 2030 Agenda, the Habitat III conference or the German G20 presidency. Max has a Master’s Degree in International Relations and Economics from the Johns Hopkins School of Advanced International Studies (SAIS).

Alistair joined NN Investment Partners (formerly ING Investment Management) in July 2013. Previously, he held positions as Head of Debt Restructuring at Dexia following five years as a Director of Dexia’s Global Project Finance Group. Prior to that, Alistair headed the infrastructure advisory team at NIBC Bank for five years and also held positions in project finance with CIT in New York and Newcourt Capital in London. Alistair started his career in the mid-1990s as a Civil Engineer with John Mowlem & Company plc (now Carillion) where he worked on many of the early UK DBFO road schemes and PPP projects, as well as several power, energy and renewables schemes across North America and Europe. Alistair holds a Bachelor’s degree (BEng) in Civil Engineering and an MBA from the University of Nottingham.

Julia is co-founder and Chief Strategy Officer of Meridiam Infrastructure as well as sitting on the Executive Committee. She also sits on the investment committees of the Meridiam funds. In addition, Julia was recently named as a Commissioner on the UK’s National Infrastructure Commission. She is also a non-executive director at the Emerging Africa Infrastructure Fund, Infraco Asia Investments based in Singapore and Infraco Africa Investments. She is a member of the Advisory Board of Glennmont Partners, a fund focussed on renewable energy and a Visiting Professor at the Bartlett School, University College London.

Previously she was the President of the Sustainable Infrastructure Foundation, a non-governmental organisation based in Geneva. Julia holds a Master’s degree in Oriental Studies from Cambridge University.

Mark M. Moseley is the Owner and Principal of Moseley Infrastructure Advisory Services (MMM Infra), a global consulting firm advising on infrastructure projects and enabling environments, for multilateral development banks, governments and transaction/legal advisors.

Mark has over 40 years of international infrastructure experience, having held the following positions:

- Chief Operating Officer of the Global Infrastructure Hub (GI Hub), an initiative of the G20 Group of Countries;
- Lead Counsel, Infrastructure Practice Group, The World Bank;

Before co-founding this new venture, Brunello served as co-Head of Research and Managing Director for Developed Markets, G10 Rates and Currencies at Roubini Global Economics. Brunello joined RGE from the Bank of England, where he had mainly worked in Markets, in the division that implements monetary policy and provides liquidity insurance. He also briefly served in the Bank’s Financial Stability area and its Centre for Central Banking Studies. Previously, he worked as a macroeconomist and fixed income strategist with a focus on Europe at IDEAglobal, a market intelligence company. In these various capacities, Brunello appeared on Bloomberg, Reuters, CNBC and other TV programmes, and had been quoted by a variety of media outlets. Prior to joining the private sector, he was a research assistant at the Financial Markets Group of the London School of Economics, where he also taught classes in finance. Brunello started his career as a data analyst at the Department of Economics and as a research fellow at Siena University’s Centre for Complex System Studies, where he studied and researched the financial fragility of economic systems.

In 2014, Brunello was awarded a prize by the Italian Chamber of Commerce and Industry in the UK for his "outstanding contributions" to the development of business ties between the UK and Italy. These include his articles and events with Raffaele Cantone, president of Italy's Anti-Corruption Authority. He is now Director of the Association "Talented Italians in the UK," which gathers the winners of the prize "Young Talented Italians." Brunello holds a master’s degree in finance and economics from the London School of Economics and a laurea cum laude in economics from the University of Siena in Italy.

Noman Siddiqui heads the non-sovereign infrastructure finance (PPP) business for Islamic Development Bank (IsDB), which has the mandate to support its member countries through specialized PPP advisory, development of innovative financing structures for infrastructure concessions and arranging long term debt capital for non-sovereign projects. Noman joined IsDB in 2011 and has since been engaged in managing the PPP business portfolio that spans across Asia, sub-Saharan Africa and the MENA region. He was instrumental in developing IsDB’s A-B Finance Islamic umbrella program to provide risk-mitigation support for private debt capital flows into IDB’s member countries.

Noman is a trained corporate banker having extensively worked in the areas of structured & project finance, debt capital market and loans syndications in his long career with ABN Amro Bank and Emirates Bank International. She is involved in the origination and execution of infrastructure transactions as well as the asset management of the existing portfolio. Phoebe has experience across a wide range of infrastructure sectors and serves on the Boards of a number of Whitehelm’s investment companies. Invest India

Invest India is the National Investment Promotion & Facilitation Agency setup under the aegis of the Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, Government of India. Invest India focuses on sector-specific investor targeting and development of new partnerships to enable sustainable investments in India. Invest India also actively works with several Indian states to build capacity as well as bring in global best practices in investment targeting, promotion and facilitation areas. Invest India was set up in 2009 as a non-profit venture.

Madeleine Szeluch is Head of Investor Relations at the UK Government's Department for Business, Energy and Industrial Strategy (BEIS). She has 14 years of experience across Energy Infrastructure, Financial Services and Climate Change.

In her current role, Madeleine is responsible for global investor, regulatory and banking relationships across a range of asset classes, with a focus to shift of financial capital towards low-carbon energy and climate-change solutions. Madeleine advises on the UK’s low-carbon Energy Transition and emerging policy and regulation to achieve net-zero emissions by 2050. Prior to joining the UK Government in 2015, Madeleine was part of the management team at GLG, the largest insights consulting firm globally where she led global insights projects to help clients manage investment and business risks, due diligence and regulatory/political uncertainty in the Energy Infrastructure and Industrials sectors. Madeleine was instrumental in growing the company's Emerging Markets business and helping investors target suitable project financing opportunities per risk profile. Madeleine has worked in Europe and North America on advisory and risk solutions, and she has an academic background in Commercial Law and International Relations and is a Member of the UK’s Chartered Institute of Arbitrators.

UK Government - Department for Business, Energy and Industrial Strategy (BEIS)

The Department is responsible for developing and delivering a comprehensive industrial strategy and leading on the government’s relationship with business, ensuring that the country has secure energy supplies that are reliable, affordable and clean, while remaining at the leading edge of science, research & innovation and tackling climate change. As part of its climate-change commitments, BEIS is responsible for the UK Government’s strategy and implementation on the low-carbon energy transition and achieving net zero emissions by 2050.

The Department also looks to maximise investment opportunities and bolster UK interests as the UK leaves the UK and promotes competitive markets, strong governance and responsible business practices across industries.

Matthew Vickerstaff is the Deputy Chief Executive Officer of the Infrastructure and Projects Authority and Head of Government’s Project Finance Profession.

Matthew has been a director of a number of finance organisation and has 25 years experience in the design, build, finance and operation of infrastructure projects all over the world. This included over 20 years at Société Générale where he was responsible for managing the global structured finance teams including infrastructure, real estate, aircraft, shipping sectors, and export finance, and where he spent time working in Toronto, New York, Paris and London. Prior to SocGen Matthew began his career at Hambros PLC.

Matthew has worked on numerous major projects across a multiplicity of sectors including:

- Gatwick, Sydney and Budapest airports
- Wembley Stadium
- The Gautrain rail project in South Africa, the Piccadilly Line extension and other metro projects in Sao Paulo, Milan and Barcelona
- Solar and wind renewables projects in Spain, France and Germany
- The Post Office counters transformation project

Prior to the Infrastructure and Projects Authority, Matthew was most recently Head of Impact Investment Banking at ClearlySo, assuming overall responsibility for established investment banking and capital raising activities, including equity and debt placement and corporate finance advisory business.

Alex is an established leader in the infrastructure industry, both in the public and private sector. He joined the NSW Government in 2016.

His current responsibilities include the leadership of all real estate development transactions of Transport for NSW, including city-changing precinct redevelopments at Sydney’s Central Station, Circular Quay and Redfern North Eveleigh. In this role Alex challenges TfNSW to think beyond the infrastructure and service requirements and focus on what transport enables, more competitive cities and more liveable communities.

Prior to his current role Alex led the NSW Government’s transaction team for the sale of 51% of the equity in toll road network WestConnex. The sale closed in 2018 and is the largest trade sale privatisation in Australia with an enterprise valuation of A$25 billion. He also led the negotiations with Macquarie Group on their unsolicited proposal for an integrated Metro station and two commercial tower over-station development at Martin Place in the core of Sydney’s CBD, which reached financial close in 2018. The integrated Metro station will open in 2024 as part of the new Sydney Metro City and Southwest.

Before joining Transport for NSW Alex spent 10 years at Macquarie Capital, where he was a Managing Director/Division Director in Sydney and London. Alex holds a Master in economics and business administration, as well as an Executive Master in Public Administration.

Prof. Iryna Zapatrina, Chairwoman of Ukrainian PPP Development Center, Founder of PPP Academy, Ukraine. Ph.D. in economics, Doctorate in economics (finance), Consultant of the World Bank, EBRD, UNDP on PPP issues, the Laureate of the State Prize in the Field of Science & Technics of Ukraine, the former Deputy-Minister of Housing and Communal Services of Ukraine (2007-2010), Deputy-director of Scientific Financial Institute under the Ministry of Finance of Ukraine (2005-2007).

Iryna Zapatrina was the Project Leader in a lot of PPP’s Proposals /Feasibility Studies in Ukraine, author of 135 scientific and analytical publications on Finance, Infrastructure Development and PPPs. Her last monograph “Public-Private Partnership for Sustainable Development Goals” was published in 2017.

Academy of Public-Private Partnership was established in 2014 in Ukraine.
The Academy has partnership relations with many well-known Ukrainian and foreign companies and educational institutions, actively cooperates with the United Nations Economic Commission for Europe (UNECE), in particular with International Center of Excellence on PPP of UNECE.

The main activities of the Academy: development of PPP/concession proposals, including unsolicited; preparation and conduction of trainings and seminars on issues of state management, infrastructure development, PPPs, city development; performance of scientific research; development of draft laws and sub-laws; organization of forums, conferences and round tables.

Mujde Zeynel is an international infrastructure professional with more than 12 years of experience with institutional infrastructure investors and governments across developed and developing markets. Mujde is currently a Senior Advisor at the Istanbul PPP Centre of Excellence and an Infrastructure Advisor as part of the World Bank/EU funded 'Sustainable Cities' Program. Prior to that Mujde has held various roles at the G-20 initiative Global Infrastructure Hub, AMP Capital and more broadly AMP Limited.
Mujde holds a Master’s degree in East Asian Studies from Columbia University, which she earned as a Fulbright scholar, and a Bachelor's Degree of International Relations from TU-Dresden in Germany.
